Liu was born in Miaoli County, Taiwan. In 1994, he graduated from the Department of Fine Arts at the National Institute of the Arts. He travelled to New York in 1998 after receiving the New York Art Creativity Award from the Asian Cultural Council Taipei Office. In 2001, he received a MFA from the Department of Fine Arts at the Taipei National University of the Arts and was recommended by the Department of Cultural Affairs, Taipei City Government, as a resident artist at the Youngeun Museum of Contemporary Art, Korea. In the same year, Liu held his solo exhibition, “Neon Light, Flash · Flash · Flash” at the Taipei Fine Arts Museum, “Regeneration” at the Youngeun Museum of Contemporary Art, and “Playground of Memories” at the Kaohsiung Museum of Fine Arts in 2002. He has also exhibited his 2003 “Pictorial Turn” at the Taichung County Cultural Center, 2006 “Everyday Alterd” at the Kuandu Museum of Fine Arts, 2010 “Bright Eye” at the 18th Street Art Center in Los Angeles, 2012 “Time Games, Contemporary Appropriations of the Past” a joint exhibition at the Taipei Fine Arts Museum, and “Manifestation of Homunculi” at the Kuandu Museum of Fine Arts. Awards: the Taipei County Government Award in 1997 at the Taipei County Art Exhibition “River: New Asian Art-A Dialogue in Taipei”, the New York Art Creativity Award from the Asian Cultural Council Taipei Office and the First Tung-Hua Rotary Club Fine Art Award in 1998, the Fellowship by the Shiy De-Jinn Foundation Art Center in 2000, and the Taipei Arts Prize in 2001. Collections: “Airplane” collected by the National Taiwan Museum of Fine Arts in 2005. In his early years, Liu specialized in image creation and landscape art. He is also one of the few contemporary Taiwanese artists who excel in collage and in painting.
